I looks like I have been using 1.2.17 since April 29 (i.e. before the
bug report):

 $ ldd /usr/bin/xemacs-21.4.21-mule | grep png
         libpng12.so.0 => /usr/lib/libpng12.so.0 (0x0fea9000)
 $ dpkg --search /usr/lib/libpng12.so.0
 libpng12-0: /usr/lib/libpng12.so.0
 $ dpkg --status libpng12-0 | grep Version
 Version: 1.2.27-1
 $ ls -l /var/cache/apt/archives/libpng12-0_1.2.27-1_powerpc.deb
 -rw-r--r-- 1 root root 165844 2008-04-29 23:18 /var/cache/apt/archives/libpng12-0_1.2.27-1_powerpc.deb
 $
