clearcase-mode will also cause delay-issues on the order of 30s timeouts.
To debug this, I do
M-x toggle-debug-on-quit
then provoke the "hang" and interrupt with
C-g (keyboard-quit)
The backtrack should contain some clues, like the following one about
clearcase.
The clearcase-mode workaround is to
M-x clearcase-unintegrate
e.g. before taking a Laptop computer off a net.
