what to do with tm

tm is long-obsolete and abandoned by its author.

I don't like the idea of "just deleting" anything; we have no idea
what people may still be using out in the wild (rms is still using
RMail, for heaven's sake).  If it's easy to generate such a patch,
please do so.  Then Norbert can remove it from the SUMOs, and we can
wait 6 months to a year to see if anybody notices.
