what to do with tm

I'm working on an XEmacs package for MH-E 8.0.3, and I've discovered
that it breaks the package build in tm.  This isn't too surprising,
given tm's liberal use of MH-E internal interfaces.

I'm not planning to fix tm to work with MH-E 8, but beyond that I'm not
sure what to do.  gnus, MH-E, and (if I understand correctly) VM all
have their own facilities for dealing with MIME messages now.  Do we
need tm any longer, or can we just delete it?  (If we have to keep it,
my plan is to generate a patch so that tm ignores MH-E 8.)
