I can't be entirely sure about that. I've first noticed the  
localisation behaviour it on January, 4th, 2007 when I built XEmacs on  
a new platform.

After a build in, I *think*, late November/early December 2006 the  
problem didn't seem to exist yet. I can't be sure about the exact  
time, though, as the system I used then physically doesn't exist  
anymore.
