On every single aspect of a multi-location error message, that is
(like to "on file included from"...). This is actually a red herring.

At the current point of time they are still trying to persuade the
GFortran developers to use the standard GNU error messages which would
be pretty easy to do in itself but require adaptation of the test
suite, apparently.

The GFortran developers have been completely uncooperative towards
suggestions to changes in the error message format up to now, and
there are currently egos flaring, so it is not expected that a
sensible solution will ensue. It is likely that at some point of
time, some more level-headed persons will pick up the debris and try
to makea workaround from that, but at the current point of time, there
is still too much flame and smoke around.
