decoders writing control-1 chars?

In debugger (ID = `reg[RRR]' = `LEADING_BYTE_CONTROL_1' = 0x8F, 0 <=
(CODE1 = `reg[rrr]') < 32) and in CCL decoding program output.  Fixed
that in local branch on 30 Oct 2006 23:56:22 -0000, will post the
patch on request, but having little interest in preparing thorough
demonstrations.

So better fix that.  CCL coding systems are likely to remain for quite
a bit, even in 21.5.  And why should people be forbidden to write
more.
