I don't fully understand what would need to be done to allow 21.4 to
handle Unicode robustly, so any impact on 21.4 would put the proposal
on hold until we make a decision about how to handle it.

Yes.

Probably.  If we can find a way to work with unicodified packages in
21.4, OK, we can move faster, but that's Vin's call as far as I am
concerned.
