[Bug: 21.5-b27] electric-list-buffer problems with XEmacs 21.5

Dear Bug Team!

Ever since I switched to using XEmacs 21.5 I have had a problem with
the electric-buffer-list.  If I have the window split one or more
times, and my cursor is in any but the top pane and I use
electric-buffer-list (^C^B), the top buffer in the window gets it's
mode changed, also the buffer-list is unusable from the keyboard.

Details:
  - bring up a clean xemacs
  - split the window into two panes: (^X2)
  - move the cursor to the lower pane: (^XO)
  - Note that the current buffer mode for *scratch* is:
      Lisp Interaction ...
  - Invoke electric buffer: (Esc-X electric-buffer-list)
  BUG:
    - The pane at the top of the window has suddenly gotten a
      scrollbar along the bottom like the buffer list buffer
    - The title bar under the upper pane also says it is the electric
      buffer list window (as does the lower pane)
    - The upper pane content is still the *scratch* buffer
    - The lower pane is the buffer list but the cursor in it is stuck
      up in the upper right corner.  Pressing any of the keys to move
      the cursor around do not work, they cursor stays stuck up in the
      corner.
   (now hit Return to burry the buffer list)
    - Note that the *scratch* buffer now as the mode:
       Buffer Menu ...
      The mode on the *scratch* buffer was changed to Buffer Menu and
      the bottom scrollbar still exists.  This buffer is now corrupt
      and needs to be killed.

This works correctly in XEmacs 21.4 but is broken in 21.5.

Defaulting to the GNU Emacs-derived `sendmail.el' mail client. This facility,
while part of base XEmacs, is heinously underfeatured, and not going to get
better in the medium term. We include it so that bug reports work without
packages; we suggest that you choose and/or install one of the other mail
