xemacs trouble maximizing window

We've had problems for a number of years with maximising when running under
window managers such as metacity.  It seems that XEmacs and metacity can't
agree on who has the final say on the window size.  However, it does 'work for
me' under FC 3.

21.4.17 contains our last attempt to improve things.  Clearly more work is
