That sounds familiar from the emacs-devel thread.  Sorry I can't be more
help (our rolling blackout is due to start in a few minutes, and I need to be
in the cleanup crew before it ends), but if you look up gnutls  in recent
threads for emacs-devel you should find it.  The mailing list is linked from
the emacs project on savannah.gnu.org.
