Not until there are GPLv3+ packages, of which there are none
currently.

But this is their problem, and their lawyers may advise them that 21.4
XEmacs + GPLv3+ packages is "mere aggregation" for them.  I know a few
people (including me) who use Debian packages for the packages but
build 21.5 from source since Debian doesn't provide it AFAIK.

XEmacs can't make that claim, though, because we develop both and
clearly intend them as a system.

Stable enough, probably.  Sufficient quality, no.  Mike has a rather
different opinion, though.

Not that I know of.  Is there an issue in the tracker for it?  If
there is, I'll eventually get around to checking it, and if unapplied
by then, reviewing it, if nobody else does.
