iso-accents mode? (was: quail)

Now that is interesting, I thought you would use quail for
Japanese. If you just stick to European languages, I must
say I find good old iso-accents mode better and faster. The
only thing which I could get to work was oe, as in french
coer heart.

I really then don't understand the role of quail.

But that is also the beauty of Xemacs[1], you can use
iso-accents-mode and save it in say utf-8, while in GNU
emacs you can't as a matter of fact iso-accents-mode seems
pretty useless there.
