I don't think so.  This is a perennial problem.  I hate to contradict
you, but there is no good default value for this.  No matter what is
used, somebody is sure it's wrong.

Mind-reading functions have been suggested in the past, but even with
a dynamic decision based on the environment, it seems that a lot of
the needed information is in the user's head, a pure matter of
preference or working habits that XEmacs can't guess in advance.

If somebody wants to go ahead an change the default on Windows, I
won't object.  But I do suggest that careful analysis of various
suggestions and thought about compromises is appropriate.
