my new beta build isn't aware of packages

this morning i 'clone'd the rep with the command

         hg clone http://hg.debian.org/hg/xemacs/xemacs-beta

configured, built and installed xemacs as usual (i have a script that
sets all the configure options, followed by "make beta install"), but
apparently the fresh xemacs cannot find the packages in

            /usr/local/lib/xemacs/{xemacs,mule}-packages/

i have probably missed something obvious, something that was amply
discussed on the list, but i have to admit that lately i do not read
the list with due diligence

in case there is something unplausible, this is my Installation report
