[Bug: 21.5-b28] browse-url fails to start default browser on MSWin

Yes.

I changed the default browser to MSIE6, rebooted, and tried
again. No difference.

No difference. Same error message - for all values.

Both
C:\>start http://www.xemacs.org/
and
C:\>start www.xemacs.org
start the browser with no errors.
