[Bug: 21.5-b28] etags (exuberant ctags) not working with mule in mercurial xemacs

Yes, I tried to rerun ctags, with the same result. The tried the 
non-mule version on the
same tags file and it worked.

The tags file is 
/localbuild/source/V9_UNICODE_RESTRUCTURE/c++/libraries/PSolCore
typedef short integer16 is an entry in the tags file in that directory.
