[Bug: 21.5-b28] open a gzipped file w/ jka-compr gives modified buffer

Yes, it's annoying.

And you can also find this annoying behavior in tramp buffer...
Whenever a remote file get opened in tramp buffer it will always be
marked as modified. So you will be force to answer an extra "y"/"yes"
question while killing that buffer.
