Package build failure

I compiled XEmacs from a Mercurial repository that I pulled this
morning.  I threw away my old packages tree and did a fresh CVS
checkout.  I'm still getting the same build failure.

Do I need to set XEMACS_21_5 in Local.rules?  Except for adding a
bzip2 path, my Local.rules is identical to Local.rules.template.  I
have verified that the XEmacs I just built is the one being invoked by
the package build process.
