I haven't followed the discussion, I am afraid.  The general line of
policy for Emacs development is to fold important packages into the core
distribution and don't spend resources on external packages or their
management.  That's not because external packages are to be discouraged,
but simply because there just are no resources from Emacs contributors
to reroute.

Stefan Monnier wrote an installer for external packages (something which
Richard Stallman commented on with something like "if that is what a
package system is supposed to be like, I might be persuaded to use one"
at one time).  He might be a better person to ask about whatever this is
about.
