Bug: XEmacs doesn't display Control-characters correctly anymore

I can't replicate.  Freshly updated and rebuilt from "xemacs" mainline
repository changeset 7080e020d700, no local changes, --with-mule, on
X11 display on Mac OS X "Tiger" (Apple X11).
