Thanks very much for this. I tried it but I failed. (Still using
xemacs-21.4.19 Mule)


    -  I downloaded both files and applied the patch

    -  I downloaded from 
http://ftp.xemacs.org/pub/xemacs/xemacs/beta/experimental/packages/

latin-euro-standards-1.08-pkg.tar.gz
elib-1.13-pkg.tar.gz
leim-1.26-pkg.tar.gz

But not 
 mule-base-1.52-pkg.tar.gz           
 mule-ucs-1.16-pkg.tar.gz 
I am still using 1.48 and 1.14 respectively.

In any case byte compiling  TeX-escape-region.el with debug-on-error t
gave me an error which I attach.
