flyspell mode not buffer local?

Gah.  The dictionaries-common package, depended on by the likes of 
openoffice, has felt fit to include a 2007 version of flyspell.el from 
emacs in their package, and symlink it into the xemacs tree.

Meanwhile, xemacs21-basesupport has their own version from 2002, that 
actually works.  If I blast away the dictionaries-common version of 
flyspell, then it all magically works again.  Have submitted an 
appropriate bug report to debian's dictionaries-common.
