Should auto-create .xemacs directory on first run on Microsoft Windows

Thanks for the bug report, Nick; I’ve changed this in 21.5 such that if the
directory to contain the custom or init file doesn’t exist, it’s created,
which avoids this error--see

this’ll get committed to 21.4, though.
