flyspell mode not buffer local?

I don’t see this. Do you see it in an XEmacs started with -vanilla? Can it
be that you have a line (setq flyspell-mode t) in your ~/.xemacs/init.el ,
and this overrides the buffer default nil value set in flyspell.el?
