XEmacs has gone Mercurial

We should perhaps tell people to do hg clone -v, since the default clone is
rather silent, and I thought nothing was happening for quite a while until I
noticed the network activity.

Anyway, it works fine.  Is there a description somewhere of the canonical
method for submitting patches, or has patcher.el been updated to use hg?
