Debian has its fontconfig.h misspelling corrected

Does fontconfig.h in the current Debian packages make the old names
(FcConfigGetInverval, FcConfigSetInverval) available too? If so, then we
can stick with the existing code; if not, we'll have to add an autoconf test
to work around the incompatibility.
