XEmacs 21.4.21 "Educational Television" is released

I have just added XEmacs 21.4.21 to Gentoo's CVS repository, so it should 
be available to Gentoo users on the testing profiles shortly.

For Gentoo we have the following patches applied to 21.4.21:
- a few silly documentation fixes
- allow xemacs to be compiled with newer versions of SleepyCat db

All other patches that we applied for 21.4.20 are now in XEmacs 21.4.21. 

Note that we no longer support GNOME or GTK+ support in XEmacs because 
these are based on GNOME 1.x and GTK+ 1.x, and both are being phased out 
of Gentoo.
