Yes, I admitted that there may be a bug in XEmacs.  I don't intend to
do anything about it in the near future, because I believe that code
needs to be redone from scratch.  In particular, I think the coding
system for files should be decided at *write* time, not *read* time,
in which case we'll end up changing it back to 'undecided.
