Aw crap, thanks for the report, didn't have time to look at the smoke test 
logs until now.

It's already in vc/Makefile.  But the packages' dependency system sucks, 
REQUIRES is not recursive so tramp needs to be added to pcl-cvs's as well as 
probably to all other packages Makefile (REQUIRES) that pull in vc-hooks at 
compile time.  Will start going through those now.
