Status of XEmacs 21.4.21?

Yep, that's the status.

Vin provided a InnoSetup kit and I made it available via the website.

Vin was going to do the official release announcement and plug the new
gnusclient setup kit for Windows as well.

He must have gone extremely busy and was not seen on our lists recently.
