[Bug: 21.5-b28] XEmacs dired didn't work with FreeBSD ls

*sigh* "Many" is unacceptable, when Dired can work with *all* locales
simply by forcing LC_ALL=POSIX.  Please start from there, and only
allow other locales to be in force when you *know* that they are
supported.
