Do I need to set any coding-systems?

If you’re on POSIX, that depends on whether LC_CTYPE reflects your system
coding systems correctly. The various distributions have got much better
about this, but to check, do M-x describe-language-environment RET RET after
startup. If your system locale ends in UTF-8, then the name of the active
language environment should end in (UTF-8) for most things to work
correctly, and it normally will. If it doesn’t, could you make sure
xemacsbug.el is at least version 1.13, and do a report-xemacs-bug? Thanks.
