Not orphaned?  My mistake then.  I hope it's not, because I use it for
everything!

Ok, I've attached a diff, and appended the Changelog changes.  Forgive
me if I'm not following appropriate protocol.  It's been a long time
since I've submitted any patches. :-(

The diff is not completely original to me.  Some of the changes I got
from googling for pcl-cvs, but I unfortunately did not keep track of
where I got them.

I think there are still a few issues with pcl-cvs and newer CVS, but I
don't run into them often enough to see them and fix them.

	* pcl-cvs-parse.el (cvs-parse-table): Newer CVS update puts quotes
	around the file name.
	(cvs-parse-table): Newer CVS commit messages use `foo' instead of
	'foo'.  
	(cvs-get-local-commit-root): New function to get local root.
	(cvs-parse-commit): Use repository-local root prefix for matching
	commit messages.
	(cvs-parse-commit): Eat obsolete done command.
