I do use gnome, but I'm not familiar with metacity.  I looked for a "click" option in preferences and personal but haven't found anything suitable yet--still looking.

Ah, found the "focus_mode" entry in the ~/.gconf/apps/metacity/generay/%gconf.xml file and manually changed from "sloppy" to "click."  All works well now.
