[Bug: 21.4.19] defcustom for Manual-switches is incorrect

Dear Bug Team!
This is a very low priority fix.
Running M-x man, I noticed a lot of unicode characters wherever, say,
an apostrophe should appear. I determined to make these go away, and
decided that adding "-E latin1" to the switches passed to "man" would
do the trick.
Instead of just setq'ing Manual-switches in my init file, I decided to
use customize. But the defcustom definition for that variable allows
you to either set it to nil, or to a single string. That's great if
you just want to pass a single argument, but "-E latin1" is two
arguments, and passing it as a single string will not work (I now
realize I could just use the single option "-Elatin1", but in the
general case of wanting to specify more than one option, my objection
still stands).
Converting the defcustom for Manual-switches to be just a standard
repeating list of strings should be correct:
