[Bug: 21.5-b28] efs open file

This broke recently.  I believe it's not restricted to EFS or scp
(I've seen it with revert-buffer on local files as well), nor do I
know (yet) what causes it.

For you, is this *always* true?  Or only for some files or some hosts?
