[Bug: packages 21.4+21.5-b28] apel's autoloaded add-path causes problems with setnu-mode

Consistently reproduced this issue on XEmacs 21.4.20, 21.5-b28 both CVS
updated today (June 12th 2007 EST) and also on SXEmacs
22.1.7--patch-84.

I managed to reproduce with this minimal setup:
