Possibly.  We have a couple other library moves pending (the json.el
and xml.el stuff in net-utils, for example).  I think if we're going
to do it, we may as well try to do as many as possible at once.  Any
takers to write up a RFC on reorganizing the stdlib?

Norbert, what do you think?  You're most affected by any messing with
package organization.
