New 21.5 setup kit

Sean,

I've copied a new setup kit to:

http://ftp.xemacs.org/pub/xemacs/windows/testing/XEmacs_Setup_21.5-b27-2007-04-21.exe

I built this kit on my C: drive, so I don't think it will contain any
references to the e: drive.  Please let me know how this works on your
system.
