I can’t use that kit--Windows XP, running as an administrator. When I
download it and double-click it, I get the following message: 

„Auf das angegebene Gerät, bzw. den Pfad oder die Datei kann nicht
zugegriffen werden. Sie verfügen eventuell nicht über ausreichende
Berechtigungen, um auf das Element zugreifen zu können.“

with the path to the .exe in the title of the dialog. The message means
‘Permission denied.’ The attached log from filemon.exe (note I renamed the
file, since the permissions appear to be cached if you don’t) mentions a
Zone.Identifier attribute, which I’ve never seen before and which I don’t
understand.
