*sigh* In due respect to the OP, I've been riding with his naming, but
I guess it's time to get out of the closet.

IMHO, it's not a tutorial, it's a lecture course.  And it doesn't
teach how to do stuff with Emacsen, it shows you what Emacsen can do,
and in how few lines of code.  That's why the spelling I recommend is
"M-x GUIDED-TOUR".

As such, it definitely has a role in the distribution, IMO.
