[haskell-mode] Work around coding cookie breakage

Yow, I had no idea a coding cookie could do so much damage.  No, I have
no objections.  Have you, or do you intend to, inform Stefan Monnier
about this?  I see that haskell-mode 2.3 is now out on his web site.
Not only is the coding cookie still there, but he has added one to
haskell-doc.el as well.
