I see no with-mule in there. The 21.5 without mule package build has
been disabled for some time now in the Package Smoketest due to this
reason. (or lets say I think it is the same problem.)

So using "with-mule" is an alternativ especially if you want
haskell-mode and want to build it with 21.5.
