[Bug: 21.5-b25] dired messes up DOS line-encoding handling

I believe this got fixed by this change (to XEmacs itself) a while
ago:

2006-11-30  Mike Sperber  <mike at xemacs.org>

	* code-files.el (insert-file-contents): Call the file-name handler
	from Lisp, not from `insert-file-contents-internal', which is too late.
