[Bug: 21.5-b27] DOC-mule not found

This is a new one on me.  Does this happen when you run xemacs
-vanilla?  How about xemacs -no-packages?

I can't find a reference to DOC-mule in the source tree.  Of course it
could be a computed value, but I never heard of it before, either,
so ....
