There is a version in XEmacs packages cvs, check out 
xemacs-packages/unsupported/(scop/vc).  But before that goes anywhere public, 
we need someone to fix possibly byte compiler related issues and crashes with 
XEmacs 21.4 (I'm not sure if 21.5 is affected, but ISTR not).  A known 
workaround is to remove vc/auto-autoloads.elc after installing the new vc
