[BUG]: DESTDIR support not working correctly in xemacs 21.5.27

The DESTDIR support was contributed by SuSE, I believe.  You might
want to ask them about it.  We'll look at fixing it, but this stuff is
very delicate and, to be honest, not high priority for us.

It would also be helpful if you submitted a full bug report; CVS has
been fairly active since 21.5.27.  Our policy is to tag a beta release
as a fallback for testers when the built XEmacs seems pretty stable,
and that's not been true for a while.  The full bug report will
contain configuration and version information that will be helpful in
localizing the bug.
