can not use the menu list of xemacs

Please reply to posts on the list, so that people with the same
problem, or interested in improving XEmacs as a program or in the
documentation, can see what's being discussed.  For example, although
I will try to help you, I can only repeat what was written on this
list in the past because I don't use Windows myself!

I suspect you may not have any packages installed.  XEmacs by itself
is a very flexible version of Notepad, but not much more.  What makes
it easy to use and so powerful are the extension packages.

To find out about the packages, please visit
http://www.xemacs.org/Documentation/packageGuide.html.  Since you are
using Cygwin, you probably want to use the Cygwin setup program to get
them, instead of downloading by hand.  Unless you are extremely short
on space, get them all.  Some packages require others to work properly
(or at all), but this knowledge is not properly embedded yet---you
just have to try and hope nothing breaks.  Getting all of them avoids
this problem.  Then when you have a few minutes to experiment, you can
delete one or two that you don't think you need---if you're wrong,
it's easy to fix.

Another possibility is that XEmacs 21.4.20 was released about a week
ago, and you might want to upgrade to the new Cygwin version at the
same time.  There is also a "native" Windows version (the "Innosetup"
installer version), but since you use X you may not want that.

It is possible that lack of some extension packages could cause this.
If adding packages fixes the problem, please tell us, because that
would be a bug.  Basic functions like menus should work even without
any packages at all.
