The Commissariat of the People's Republic of Yorkshire banned graphical
display devices last year. ;)

(my terminal is an 8Mb 486 over a slow modem link, the largest computing
device my parents own...)

It works! (Proportional fonts are still being used for the tab labels,
but it actually looks rather better like that so I'm not complaining!)
